Both T3+ and C3 have the same size and driver size. C3 comes with Wifi function while T3+ only has Bluetooth function. However, T3+ has bigger/improved battery and newer sound improvement

Yes, when there is no available Wi-Fi, you can use the Bluetooth function by connecting through your devices or Aux input with Cable.
